In XP, unable to turn Windows Firewall off, settings tab isn't available

My operating system is windows xp (sp3). Its firewall is turned on. I want to turn my firewall off. But, in my windows firewall setting on or off tabs are inactive. Why is this setting inactive? what can I do to turn it off?
