Windows XP on my laptop won't shut down from the start menu.

It goes to the screen that says Windows shutting down but it never does.
1. Do you get any error message/code?
2. Did you make any changes to the computer prior to the issue?
3. Which antivirus program is installed on the computer?
This issue can occur if some third party program or application is preventing the computer to shut down.
I would suggest you to refer to the link and follow steps given in the article:
You cannot log off, restart, or shut down your Windows XP-based computer
-Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.
-Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Also, refer to the link and follow steps for advanced troubleshooting.
Your computer stops responding when you try to shut down in Windows XP
-Note: When you perform System Restore to restore the computer to previous state, programs and updates you installed are removed.
-Note: Modifying BIOS/ complementary metal oxide semiconductor(CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk.
- Note: Important: While performing chkdsk on the hard drive if any bad sectors are found on the hard drive when chkdsk tries to repair that sector if any data available on that might be lost.
