Error 1075: Windows Firewall/Internet Connection Sharing (ICS)

My Computer wont start the windows firewall/internet connection sharing service so i cant access my firewall settings in the control panel because the dpendincies service does not exict and is scheduled for deletion. whats wrong?

2. Were there any changes made prior to this issue?
3. Do you have service pack 2 installed on the computer?

Step 1:

Run the fixit tool from the below link and then check for the issue.
