Sure. I recommend CCleaner: http://www.piriform.com/ccleaner/download

Though, some notes on "registry tuning": there are greater risks than
possible benefits to "tweaking" the registry. I suggest that you leave
it out of your cleanup.

For a light-weight program, you might want to download ATF Cleaner:

Only one link I found useful "http://onecare.live.com/standard/en-us/default.htm", but it is Online scanning and repairing. I need software or tool which can be use offline and without (or optional) antivirus software and which can be updated manually or automatically. Also What third party software suggested by Blurpeace would you like to recommend?

First, as any trained tech will tell you, most registry cleaners will do more harm than good. Cleaning the registry does very little to improve the performance of your computer. This does not mean it has no benefits. The key is to find one that will clean the registry yet not be so intrusive as to cause damage. As Blurpeace pointed out, Ccleaner is an excellent program. Although most techs will instruct you not to use the registry cleaning component, I have used it for years without any problems. However, I always use the back-up option prior to deleting the invalid entries. I keep the back-up for a few days or more to ensure I will not have problems. Once I have determined everything is working ok I then delete it. Ccleaner will also remove history, cookies and other temp files. Your browser must be closed for some files to be deleted. Remember though, not all cookies are bad. Cookies aide in faster browsing to your regularly visited sites. Ccleaner has an option to save the cookies of choice. In addition to Ccleaner, as pointed out by Coork, Onecarelive is a useful tool. I use it in conjunction with Ccleaner. Like anti-virus software, each detects items the other doesn't. The great thing about Onecare live is the restore point it creates prior to removing invalid registry entries.

Windows has built in maintenance tools to keep your computer running at it's optimal performance. See the link below for routine maintenance procedures and instructions. These instructions include defragmenting your hard drive. Although defragmenting improves the performance of file searching, it is also hard on the hard drive and if performed too often can even cause drive failure. I recommend it be done once a month or even less depending on how much time you spend on your computer, how much downloading and file creation you do.
