Outlook Express error code 0x800c013b

When I attempt to open Outlook Express I get an error message: "Outlook Express could not be started. The application was unable to open the Outlook Express message store. (0x800C013B)"  Any help would be appreciated.

Folder.dbx is probably corrupt. First, find your OE message store.

In WinXP, Win2K & Win2K3, the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show Hidden Files and Folders under Start | Control Panel | Folder Options Icon | View, or in Windows Explorer | Tools | Folder Options | View. 

The path to the message store will be very similar to this:

C:\Documents and Settings\Your User Name\Local Settings\Application Data\Identities\{Long string of letters & numbers}\Microsoft\Outlook Express

Once you find it, delete Folders.dbx. Reboot and then try opening OE. Read this first so you know what to expect as a side effect.

General precautions for Outlook Express:

Do not archive mail in the Inbox or Sent Items. Create your own user defined folders and move the messages you wish to save to them. Empty Deleted Items folder daily. Although dbx files have a theoretical capacity of 2GB, I recommend about a 300MB max for less chance of corruption.

After you are done, follow up by compacting your folders manually while working *offline* and do it often.

Click on Outlook Express at the top of the folder tree so no folders are open. Then: File | Work Offline (or double click Working Online in the Status Bar). File | Folder | Compact all folders. Don't touch anything until the compacting is completed.

Turn off e-mail scanning in your anti-virus program. It is a redundant layer of protection that eats up CPUs and causes a multitude of problems such as time-outs and account setting changes. Your up-to-date A/V program will continue to protect you sufficiently. For more, see:

I keep getting e-mail addressed to *** Email address is removed for privacy *** . I get three to six aday. If I block sender, then another sender sends the same type e-mail. How can this be stopped. I also have another problem, when I send a e-mail to someone. I get an error messageand it shows that the e-mail failed. I get The message could not be opened fro outboxfolder. Account pawpower1@bellsouth. net.. Server:ssmtp.att.yahoo.com Protocol: SMTP:Port:465.  Secure(ssl):Yes. Error 0x8004z0c8.Then when I send the next e-mail, the first one goes and then I get the error for the second.

I could not open my Outlook Express & the error code number as below :-
1. Error code 0x800C013B
2. Outlook Express could not be started because MSOE.DLL could not be initialize. Outlook Express       may not be installed.
    * Refer to previous email replied still cannot solve my problem.
