Outlook Express error 0x800CCC0D cannot recieve emails

Have not been able to recieve emails for about a week now. Have been on the phone with my internet provider and with hp. I am able to send and recieve email on my ineternet providers webmail page. I am using windows xp and have trend micro as my anti-virus. Please help. Not able to get any answers on this other then i need to uninstall outlook and re-install it.
It was installed without it and when i shut it down i still get the error. I do have a router. Do you think that is interfering with outlook?

You're modem and router were going to be next on my list. Try resetting both. If they don't have reset buttons, just unplug for about 15 seconds and plug back in. Do the router first and then the modem.

If that doesn't help, can you bypass the router at least for testing purposes?

You might want to check with RR tech support. They can verify if their server can "see" your modem.
