How to set Range Action to a single IP address or possible only two IP addresses that can access my remote computer.

I have a remote controlled station that only needs to allow one or two users to be able to connect and control over the internet.  Where do I find the Range Action or Scope setup menu within Windows XP Professional?

To select a range of IP addresses we need to configure scope using DHCP server.
