Error 5: Access Denied for Remote Access Connection Manager

I'm trying to set up a VPN connection however my options under "control panel/network and internet connections/ Create connection at workplace" are grayed out so I cannot select the option of VPN connection.

 

After a little bit of troubleshooting I found that Remote Access Connection Manager has to be turned on under "Services" however I cannot run it as I get the error 5: Access Denied when I try to run it.

 

Any help would be appreciated.

 

Oh, this used to work, but our computer crashed and we had to reinstall XP Pro and everything.  Now it now longer works.  Yes, I am in administrator mode.

Ended up fixing it by using the following link and directions.  I did have to disable and re-enable my DSL connection as it made me offline after these steps.  So beware of that.
