i was on line yesterday, and today its disapered. at start menu cant open programs, or device manager. all has gone to folders that will not open

First i have to say that "microsoft Tech support Rocks"  you guys have been Totally helpful, kind and patient with this not so knowledge of computers over the last 3 weeks.  You even got me finally up and running.  then i know i had to do something just not sure what it was or how to fix it.  I was on line, but now im not, this is the other computer,  anyways all my programs seemed to disaper into folders that when i try and open it the window with the run or save option comes up.  also when i tryed to go to device manager i get an error does not exsit.  my start button when you clik it and it shows programs, nothing happens as if it were empty.  cant system restore, cant run button.  so, should i go ahead and throw it off the roof and run it over with my car now, or tomorrow/ also, my computer has disapered and i cant even go to help and support

From the issue description, you are not able to open any folders getting option Run or save. I will be glad to assist you on this issue.

Method 1
I would suggest you to boot the computer into safe mode and check if the issue persists.

If you are able to boot to the desktop in safe mode, then perform system restore.

Method 3
I would also suggest you to run online virus scan using Microsoft safety scanner and make sure that the computer is not affected with virus.

Note:
