Windows Installer error 1603

I am trying to install downloads from Turbo Tax.  It displays a message at the bottom stating "Waiting on Installer"

Error 1603 occurs when installing TurboTax: A fatal error occurred during installation or updating.

Possible Causes
•    An anti-virus, anti-malware, firewall, desktop search or backup program is interfering with Windows Installer.
•    You don't have enough free space on your hard disk(s).
•    You're not logged in as an administrator.
•    An unknown Microsoft Installer error occurred.

Solution
Follow these steps:
1.    Shut down and then restart your computer.
2.    Log in as a computer administrator.
3.    Temporarily turn off anti-virus, anti-malware, firewall, desktop search or backup programs that are running.
4.    Try installing TurboTax.
5.    If the error persists, try downloading the latest Windows Installer version 4.5.
