Problem downloading itunes on Vista

The error reads as follows:

An error occurred during the installation of assembly
'Microsoft.VC80.CRT,version="8.0.50727.4053",type=
"win32",publicKeyToken="1fc8b3b91e183b",process
orArchitecture="x86"'. Please refer to help and support
for more information. HRESULT: 0x800736FD.

I have a Dell, Windows Vista (Vista Home Premium)

Is something missing that is causing the error to happen?
I am also unable to download QuickTime which is also required and available on apple.com

And where is a phone number that I can call microsoft for support? This is very frustrating not being able to speak to a person.

There is a time limit on how long Online Support is offered for, mind you, to get the thing to work seems to involve jumping through hoops in my opinion.   Some of the things you have to do is to add sites to the Trusted Sites of IE, allow ActiveX to run, and possibly start IE via a right-click and selecting the "Run As Administrator" option.  Even then it may not be successful, I am yet to find anyone who has successfully contacted Microsoft via their Online Support, I suppose it must work, otherwise the person at the Microsoft end of the line as got a real cushy job.
