MS Publisher and JAWS screen reader

I am using MS Office Publisher 2007 and wanting to make use of "Send as Message".  The process completes but the resulting document is an image.  All my Alternate Text has been ignored.  This makes this email message unreadable to the JAWS screen reader for the blind and those with poor sight. 

Is there a way to use the "Send as Message" feature and RETAIN the Alternate Text within the various components of the document?

I wonder whether inquiries made at local Institutes for the Blind might be a useful resource?
