Hi Stephan,

This problem occurs if the previous install is corrupted or broken. Most of the times, re-installing the program again will do the trick. I would suggest you to try the steps mentioned below.

Steps to re-install Microsoft .net framework 1.1

a.    Click on Start; in the start search type cmd.

b.    Right click on cmd.exe and choose to run as administrator.

c.    Type the following command and press enter after each command.

Regsvr32 /u mscoree.dll

Regsvr32 mscoree.dll

d.    Close the command prompt.

Download Microsoft .Net Framework 1.1 from the link given below and then try to install it.http://www.microsoft.com/downloads/en/details.aspx?FamilyID=262d25e3-f589-4842-8157-034d1e7cf3a3&DisplayLang=en

Hope this information is helpful and let me know if you need any further assistance.
