How to make a bootable Windows 7 DVD?

I have all the files for Windows 7 in a folder on my desktop.  When I burn them I cannot boot off the DVD when I turn my PC on.  Otherwise it works fine.  I have a Vista DVD that boots properly.  What files are on the Vista DVD that are not in my Windows 7 folder?  The Windows 7 DVD that I extracted the files from boots fine.  It is only when I extract the original files to a folder and then try and burn it again to boot it that it does not work.

Can anyone help me solve this?
