Q: Windows Firewall won't start

My firewall won't start.  It gives service specific error code 13.  Tried to manually start service, no luck.  Also checked dependencies, all working no luck. Searched for spyware and viruses.  No luck.  Looked everywhere on internet for solutions, and found only dead ends. 

The Windows Firewall service terminated with service-specific error 13 (0xD).

It looks like you have researched this issue, but I have a couple of questions for you to help with troubleshooting.

  • When did the firewall service fail to start?
  • Do you have any errors in the event log dealing with the firewall service? Check the System event log as well as Security and Application.
  • Is the Firewall Service set to Automatic? Is it stopped or is it in a pending state? Is the Log on As set to Local System?
  • Please verify the Remote Procedure Call Service and the Base Filtering Engine Service is started and set on Automatic.
  • Do you have any 3rd party firewall in place in addition to the Windows Firewall?
