Windows could not connect to the group policy client service

I get the error message after restart of my laptop with Vista Home:

Windows could not connect to the Group policy client service. This problem prevents limited users from logging on to the system As and administrative user you can review the system event log for details why the service didn't respond.

I am only one user on my laptop with admin rights. Laptop is working correct with few programs but it seems that I have no ADMIN rights now. I not allowed for system restore, ccleaner.exe starting, instalation of some new software, etc.

I tried this:

with Hidden Admin, but for Hidden Admin even in safe mode was not allowed to change my account lower/up.

My laptop come with orginal Vista and I have no boot CD.
