vista can't display firewall settings

I am on windows vista and I get a message that "Due to an unspecified problem windows cannot display firewall settings"  I can't change file sharing it tells me that that application is not avalible I have reset the firewall and restated the computer and this did not help.  What can I do?

Follow the steps mentioned below and check if the issue persists.
Method 1:
Try to reset firewall by following the below steps:
a. Click Start, click Run, type cmd, and then click OK.
b. At the command prompt, type the following command, and then press ENTER:
Netsh firewall reset
Method 2:
Verify if the firewall service is started.
To verify that the Windows Firewall service is started, follow these steps:
a. Click Start, click Run, type services.msc, and then click OK.
b. In the list of services, locate Windows Firewall/Internet Connection Sharing (ICS). Notice that the status of the service is Started.
c. If the service is not started, Right click on the service and click start.
Method 3:
If these two methods don’t work, I would suggest you to follow the steps from the link mentioned below.
