I'm getting the PING: transmit failed error code 1231 even when the cable is unplugged.

I uninstalled the nics.
One reinstalled, one didn't.
the one that didn't was showing an error, it said the driver was out of date, but there were no updates available.

I'm getting the PING: transmit failed error code 1231 even when the cable is unplugged.
Can ping 127.0.0.1 successfully, not 192.168.1.1.

I'm thinking of upgrading to windows 7 while i have a good reason, so not too urgent anyway.

Does this issue occur on Virtual machine?

Uninstall and reinstall the network drivers. Here are the steps to uninstall the network card from Device Manager:

 a)    Open Device Manager by clicking the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking Device Manager.

 b)    If you are prompted for an administrator password or confirmation, type the password or provide confirmation.

 c)    On the Device Manager window, look for the network card and let us know if you see any yellow exclamation mark in front of the Device.

 d)    Right click on the Device and select Uninstall.

 e)    Re-install the latest network drivers from the Manufacturer’s website.
