Cannot view picture icons in my computer I only get a generic picture

When I go into my computer on my HP Pavilion notebook and go to my pictures the picture icons come up but does not show the picture I only get a generic picture of scenery.  To view my picture I have to click the preview button.  Is there a setting that can be changed so that I can view the pictures as icons?
Thanks,
JackieLK
