Since it worked before - you might try checking for Windows Updates and restarting:
From Start, type Windows Update. Tap Settings, then tap Check for updates from the search results.
Then go back to Start, open the Settings charm, tap Power, then Restart.
Another idea would be to try resetting the Store app - from Start, type wsreset.

As per the description provided, it looks like you are unable to install apps from Microsoft store; it would be great if you could answers this question in order to assist you further.
I would suggest you to try the following methods and check if it helps.

Method 2:
I would suggest you to reset the Store cache and check if it helps.
Please follow the steps given below.
a. Swipe in from the right edge of the screen, and then tap Search.
b. In the search box, enter Run.
c. In the Run window type "wsreset.exe" and then click ok it will clear all the cache in Windows store

Thank you for the update.
1. Are you using proxy network?
2. Are you getting any error message or error code?
I would suggest you to run the Windows update troubleshooter and check if it helps.
a) Press the ‘Windows + W’ key on the keyboard.
b) Type Troubleshooter in the search box and then press
enter.
c) Select Troubleshooting. Click on
view all and select Windows Update and follow the on-screen instructions.
