Unfortunately there is no support for Windows phone.

This is a great question-theoretically can be installed but practically it's not happening.I am also eager to know the explanation.

I'm not a developer... but I think Windows Phone 7 apps are either written in Silverlight or XNA. Moving forward, Windows Phone 8 and Windows RT share APIs - so it will be easier for developers to write an app for Windows Phone 8, Windows 8, and Windows RT.

This article talks a little bit about the differences:

Yeah... right now I had to buy the same application on my desktop, Win RT and Windows phone. I just had to buy once (and cheaper) on Andoid environment. It's not a question of development only.

Windows Phone OS and Windows RT are supposed to merge at some point down the line, which would mean the Stores and app selections would be the same.

It'd be nice if it happened sooner rather than later - I'd be more willing to upgrade my phone if I could use the same apps as on my Surface.

At this point it's been decided that Windows Phone will move to Windows 10, and Windows 8.1 RT will move to 8.1 update 3 (just a change of looks, to make it look more like windows 10).

Apps of Windows 10 and Windows RT are not interchangeable.

All of the Surfaces MS is currently marketing are x32/x64, so they already run desktop apps. The Pros always could, and MS switched to an Atom processor for the Surface 3.

The last Surface that couldn't run traditional programs was the Surface 2, which was a couple years ago.
