Windows Update stuck at 99% on downloading

System: Windows 7 x64 Home Premium, Dell Inspiron Zino HD

Windows Update is stuck at 99% downloading. Last successful update was 7/18/10, so it must have been stuck for some time. All high priority updates up to 7/18 have been installed. Reboot does not help. Trying to do the pending updates from the Windows Update control panel does not help. Due to later application software updates, the earliest restore point is after 7/18, so running repair or restore will not help.  Resetting update with FixIt 50202 with regular and aggressive modes fails because it cannot shut down the update service. Manually trying to kill the update service also fails.

Hi HankWalker,

Try the following steps and check the result.
Step 1: Delete temporary files using Disk Cleanup tool
a. See Delete files using Disk Cleanup:
http://windows.microsoft.com/en-us/windows7/Delete-files-using-Disk-Cleanup

Step 2: Run Windows Update troubleshooter:
a. See Open the Windows Update troubleshooter
http://windows.microsoft.com/en-US/windows7/Open-the-Windows-Update-troubleshooter
b. Restart the computer and check the result.

See Troubleshoot problems with installing updates:
http://windows.microsoft.com/en-us/windows7/Troubleshoot-problems-with-installing-updates

Step 3: If the issue persists, check in clean boot i.e. by disabling all the non Microsoft programs
a. Open the article: http://support.microsoft.com/kb/929135
b. From the article, follow "Step 1: Perform a clean boot" Executing these steps will disable all the non Microsoft programs running on the computer.
c. Check if the issue persists.
d. If the issue does not persist in clean boot, it means that some non Microsoft program is causing the issue.
e. To find out the program that's causing the issue, try "Step 2: Enable half of the services" to "Step 6: Resolve the problem"
f. Once you find the culprit, check if there are any updates or patches for the program. If you find any, install them and check the difference or reinstall the latest program.
g. From the article, follow "Step 7: Reset the computer to start as usual"

Unfortunately, steps 1-2, and steps 1-3 did not work. Any further suggestions?

I think it would be an excellent idea if Microsoft started testing their products before putting them out there.
