Windows XP Service Pack 3 (KB936929) update gives error 0x8007F0CC

I am trying to bring a friend's laptop up to date.  It is a Windows XP Pro, Version 2002, SP 2.  It's an OEM installation.  It is a Dell, Inspiron E1705.  The OEM support site is not active.  The laptop has taken all the Office 2007 updates and XP updates perfectly, including Windows Genuine Advantage, except for SP3.  I downloads, but "fails" on the installation.  I don't know why.  Searches for the error code "0x8007F0CC" return nothing.

Any advice would be appreciated.
