Can't remove child account from FSS.live.com "Your child's Hotmail settings can't be changed right now. Error code = 16600."

I have tried several times to remove old hotmail accounts used to create the family safety acounts for my kids. We are now using new accounts for them, so we have duplicates.

 

When I go to the site http://fss.live.com sign in and click manage the list of family members, I have been getting this error;

Your child's Hotmail settings can't be changed right now. We can email you a link to change the Hotmail settings, or you can try again later. Error code = 16600.

 

I have tried sending the e-mail, and signing into the child's acocunt, nothing works.

 

These accounts seem to be orphaned in FSS.

 

Can I get help removing them from my "parrent" account so I can have just the valid accouts listed and managed in Family Safety?
