why don't Microsoft provide the program for installing the radio tuner in one press key program for the user ?
Because sometimes the users may not good in computer program .

To listen to FM radio in Media Center, you'll need an FM tuner connected to or installed in your computer, and an antenna connected to the tuner to receive a signal. FM tuners are very similar to TV tuners—in fact, many TV tuner cards have an FM tuner
built in. If you have tuner cards installed in the computer, you can easily enable Radio function in Windows Media Center. Microsoft provides the platform to listen to Radio with proper hardwares installed in the computer.
