Windows 8 Failure to Configure, boots to blank screen.

New laptop, recently changed the power setting that was causing the boot loop. Now while installing updates, got the Failure to Configure error and loads to a screen that has a Ease of Access and Restart button on the bottom corners. Nothing else is visible and cannot use the Windows button for any combination. Also tried to get into Safe Mode but couldn't do that either.

That's more than most see.   Many see a black screen and have to imagine the two features that you can use.

By using Shift- with the Restart button?   Describe what happened then.
