Why and how can Windows Store cache contain illegal filenames

Windows Store cache (at C:\Users\Pelit\AppData\Local\Packages\WinStore_cw5n1h2txyewy\AC\Microsoft\Windows Store\Cache\0) contain files, that cannot be deleted as their filenames are too long.

How can windows (system) even create files that have too long file name / path??

In order to delete said files, I had to first move them to the root of C: making the path shorter and enable deleting.

The filenames contain odd characters, as in "0-Channel-https∺∯∯next-services.apps.microsoft.com∯browse∯6.2.9200-1∯670∯Channel.dat"

Rename the path :\Users\Pelit\AppData\Local\Packages\WinStore_cw5n1h2txyewy\AC\Microsoft\Windows Store\Cache\0 

with
:\Users\2\2\3\2\3\A\M\W\C\0

and then you can delete the annoying folder.
