Thank you for using Windows 8. I will surely help you to find a resolution regarding the installation issues of Windows apps.

 

1.       Is this issue confined to any specific apps or with all?

2.       Have you made any changes to the computer prior to the issue?

3.       When do you get this error message?

4.       Which is the antivirus program installed on the computer?

 

The error code states as “The package couldn't be installed because the Windows Firewall service isn't running. Enable the Windows Firewall service and try again”

Method 1:

 

Disable security software temporarily and check.

 

Follow the steps to disable security software:

 

a.       Search for the security software installed in your computer in the Windows 8 search option.

b.      Click on Settings tab.

c.       Uncheck the option to turn on security software.

d.      Click on Save changes button.

e.      After disabling security software, check with the issue.

Note: Once you are done with the troubleshooting, ensure that you have checked the option Turn on security software under settings tab.

 

 

Method 2:

Try turning off Windows firewall and check if the issue persists.

 

 

a.       Press Windows key + X key and click Control Panel.

b.      View by small icons and open Windows firewall.

c.       Click on Turn Windows firewall on or off.
Note: If it prompts for Administrator password, enter password and click Ok.

d.      Turn off windows firewall of both the private and public network settings.

e.      Click Ok to save changes and check if the issue persists.

The MPSSVC service host much more functionality than just windows firewall. For instance, Windows Service hardening which is a windows protection of system services. It also host network isolation which is a crucial part of the confidence model for Windows Store based applications. 3 party firewalls know this fact and instead of disabling the firewall service they coordinate through public APIs with Windows Firewall so that they can have ownership of the firewall policies of the computer.  Hence you do not have to do anything special once you install a 3 party security product

Dear Microsoft, 

You've got to be kidding? Why a Windows Firewall service is a showstopper for installing Apps???

I am not sure who was the PM responsible for such decision, but I hope this person is no longer working for you.

Have you ever realized that some home users (like 99% by now) are using routers and they don't really need a Windows Firewall service running?

It would be a really good solution to decouple Apps from Windows Firewall service...

Thank you for your input.  A router by itself does not protect a user from malicious content.  In fact an edge firewall also has known flaws in this space as well (no protection against malicious content originating within the local subnet).  Microsoft believes in the Defense in Depth Strategy.  Windows Firewall is our solution to protect the host from malicious content  from both inside the network and without.  As always there is a trade off between security and convenience.  With that said, Microsoft does not recommend turning off the MPSSvc Service.  In fact, should you choose a 3rd party firewall solution, they do not turn off the MPSSvc service, but rather work with the Windows Firewall and programmatically disable the functions they wish to replace.

can not install aps, or even update keep getting 0x80073d0a error code      

I'm a windows 10 user and I'm getting this error but all I'm seeing is Microsoft giving help to the windows 8 OS.

Am I to understand Microsoft is not giving relevant support to windows 10 users with the 0x80073d0a errors while trying to download apps or even to update the apps which are already installed.

There are other providers than Microsoft, and even if this is hard to swallow for a giant like you, it is pretty low that you connect unrelated services to each other just to force users to use your products only. You are wrong, if you say that all providers create software that works perfectly in sync with Windows Firewall. I applaud your fervor to protect your clients' computers, but apps updates have nothing to do with whether Windows Firewall is on or off. I personally have a truckload of issues with Windows Defender and prefer a different product, having Defender turned off. Looks like you cut me off from all the goodies now.

Firewall is disabled by GP on our domain because we are using Kaspersky. If the store needs the windows firewall to function you are excluding a lot of people who do not use it.

I am having the same problem. It started when I installed Norton Security Suite 22.8.1.14 . I am unable to access the Turn Windows Firewall On and Off feature ether. This is the error that I am getting when I attempt to install any or update any app

I have ran Windows Safety Scanner as will, with no Viruses. When I try to access the firewall this is the Error I am getting I

have read through 5 post but I haven't came up with a solution. Please assist.
