internet explorer is missing from windows 8

I upgraded my mother's netbook to windows 8 from windows 7 starter.  All went well except that internet explorer is completely missing from the installation.  I hit WIn and search for Internet explorer with no results in apps or files.  I also searched iexplore (name of the .exe) to no avail.  I also searched for it through file explorer.  I found the folder with some files, but no .exe.  I copied the folder directory over from another windows 8 install and got it working, but still cannot get the metro version working or to set it as the default browser.  I still wont show up as an app or file under search.  It wont come up as an option for default browser under "default programs" settings.  There isnt even the "internet explorer performance" option under the troubleshooting settings.
I have no clue what is going on or what options I have aside trying a fresh install.

What happens when you do the following:

 

Press Windows key + R

Type: iexplore.exe

Hit Enter on your keyboard

 

Does IE open?

 

If not, try the following:

 

Press Windows key + X

Click Programs and Features

Click Turn Windows features on or off

Check off Internet Explorer if its not checked

 

Click OK

 

Restart if prompted.

 

If Internet Explorer is already checked, uncheck it and click OK

 

Restart if prompted

 

Click Programs and Features

Click Turn Windows features on or off

Check off Internet Explorer

 

Click OK

 

Restart if prompted

 

Problem persist?

 

Press Windows Key + X

Click Command Prompt (Admin)

At the Command Prompt, type: sfc/scannow

This will check for any integrity violations

Restart your system
