You will not receive the option to create Windows 8 installation media from a PC running Windows XP, because Windows XP does not natively support the burning of an ISO file to a DVD or to a USB drive.
You can still install Windows 8 using the Upgrade Assistant by choosing either option of “Install Now” or “Install later from your desktop”.
