Windows 8, when using Skype, the camera turns off when other party answers

I set up my Skype account on Windows 8. I can call someone and hear their voice. When they answer and attempt to turn on their camera my camera goes off. I checked settings and the camera is on. Any advice.

Only other application is video camera use - it works.

 

External Webcam.

 

Tried to run MSoft Diagnostic tool and it indicates SKYPE does not exist.

I have Skype and can make the connection. I hear the voice on the other side. I can see my image from my Desktop but when other party clicks on camera mine goes off.

Window updates automatically.
