windows 8 apps not working- they flash and keep on loading

im using acer v3 471g with preinstalled windows 8. my apps dont start and keep on loading. ive tried using some of the methods posted –
method 1 – ive tried sfc scannow. it stops at 51%. with this message
“windows resource protection corrupt filesbut was unable to fix some of them. details are included in CBS.log windir\logs\cbs\cbs.log. …..note that logging is currently not supported in offline servicing scenarios”

method 2– uninstalled avira AV, now using defender. – still not fixed. btw is win defender for windows 8 a good AV choice?

method 3 if i run the apps troubleshooter it gives two detected errors aetnd prompts me to restart. but after restart it is not yet fixed, and if i run app troubleshooter again same problems.
a. Checking for missing or corrupt files (detected)
b. microsoft account required (detected)
for item b, i’ve made a windows and account and tried to sync it but windows cannot connect to the internet even if internet connection is well and good(windows update even works).

method 4 - i have even tried refreshing but after refreshing it says “no changes were made to your PC”

Thank you for approaching Microsoft Community. I understand that apps on Windows 8 not working. I would definitely help you in fixing this issue.

Let us start with couple of questions:

1.       Have you made any changes on your computer prior to the issue?

2.       Does this happen with any particular application or with all the applications?

3.       Do you have any proxy server configured on your computer?

4.       Which user account are you using, either Microsoft or Local account?

 

If you have any proxy server configured on your computer, then Windows 8 applications will not work through proxy servers.

Perform the following troubleshooting methods:

Method 1:

If you are using Microsoft account, then I would suggest you to switch to Local account and then check how the apps work.

Follow these steps to switch from Microsoft to Local account.

a.       Press “Windows key +W”.

b.      Type “users” without quotes in the search box.

c.       Then select “Users” from the left panel.

d.      You will get an option “Switch to a Local account” right below your user account name.

e.      Select “Switch to a local account” option.

f.        Enter the required details.

g.       Then login to the local account then check how the apps work.

 

If you are using Local account, then I would suggest you to switch to Microsoft account and then check how the apps work.

Follow these steps to switch from Local account to Microsoft account:

a.       Press “Windows key +W”.

b.      Type “users” without quotes in the search box.

c.       Then select “Users” from the left panel.

d.      Select “Switch to Microsoft account” right below your user account name.

e.      Enter the required details.

f.        Restart the computer and then try to login using new Microsoft account.

 

Method 2:

If that doesn’t work, then I would suggest you to create a new user account and then check how the apps work with new user account.

Follow these steps:

a.       Press “Windows Key + W”.

b.      Type Users in the search box and select “Users” option from the left panel.

c.       Select “Add Users” under “Other users” option.

d.      Add the user profile details.

e.      Then login to the new user account and then check if this fixes the issue.

 

Method 3:

If that doesn’t work, then I would suggest you to “Reset” Windows 8 and then check if this fixes the issue.

Note: ‘Reset your PC’ option will erase all the data and programs installed on the computer and reset back to default.

Follow the steps from the link “How to restore, refresh, or reset your PC” to Reset Windows 8 computer.
