I understand that when you try to access Windows 8 Modern UI Apps you receive an error stating “The page failed to load” In order to understand the issue better please provide answer to these questions:
1) What were the changes made to the system prior to this issue?
2) Are you connected to internet? If yes, how are you trying to access internet connection?
Please perform the following troubleshooting methods to eradicate the issue:
Method 1: Run the
Network Troubleshooter:
An automated troubleshooter is a tool that can find and automatically fix some problems with your computer. These troubleshooters aren't designed to fix every problem, but they're a useful tool to try because they can often save
you time and effort.
Follow the steps to run the Network troubleshooter:
a) Press
Windows key + C on your keyboard to show the Charms bar.
b) Type
Troubleshooting and click Troubleshooting under Settings.
c) Now type
Network Troubleshooter in the search option.
d) Click on Network troubleshooter to run the troubleshooter.
Method 2: Refer to these links and run the troubleshooter.
This troubleshooter automatically fixes some issues that might prevent your apps from running, including suboptimal screen resolution and incorrect security or account settings.

Method 3: Temporarily Disable the Security Program.
If you have a security program, then I would suggest you to contact the technical support of the Security program and temporarily disable the software.
Note: Antivirus software can help protect the computer against viruses and other security threats. In most cases, you should not disable the antivirus software. If you do have to temporarily disable it to install other software, you should re-enable
it as soon as you're done. If you are connected to the Internet or a network during the time the antivirus software is disabled, your computer is vulnerable to attacks.
