How to make the Secure Download Manager work?

I am trying to download Visual Studio 2010 from dreamspark and I encounter various problems with it. I had the same issues with the Windows 8 download, that eventually worked after 9 hours of torture.

- The download freezes at random and refuses to start again until I delete the temporary download file.
- The download freezes, showing some text about me being in the wrong region (what?) and also refuses to resume.

At the moment I am on try 23 and nearly 6 hours for a download that should take less then 20 minutes.

According to all those angry people I found while looking for a solution, I am not the only one with that problem. Is there anything I missed, anything I can do?
