To open 'Control Panel' . from 'Start' screen > start typing  'Control Panel' > select 'Control Panel' from search results. (L/click on item)

You can use this search option to find any item on your PC.

Below are a couple of links to give you an insight of how 'Start' screen works:

In addition to the information provided by Shilohbob, you can also "Right click" in the bottom left hand corner of the screen. This will provide options for the Control Panel, Run, Search, and other useful tools. To find any program or app on your computer, you can type it in from the Start screen. You can also use this method to find any file, as well as any setting in the Control Panel. Simply type, select the content type you are looking for, and select it from the resulting list. You may also search within apps by clicking on the apps listed in the search menu. Finally, search can also be accessed by moving your mouse to the top or bottom right corners of your screen. This will bring up the "Charm Bar", which holds the Search, Share, Devices, Start, and Settings charms. Clicking the "Search" charm will bring up the same search screen accessed by typing inside the Start screen.

Hope this helps!
