windows 8 "change pc settings" not working ??

When i open change pc settings from the charms bar the gear icon appears and the start screen appears the settings app does not open.....
Please help me solve this problem...

From the issue description, it appears that you are having problems with opening 'Change PC Settings'.

Please answer the following questions so that I could assist you further:

  1. Have you made any recent changes to your computer?
  2. What is the purpose of your visit to 'Change PC settings'?
  3. Are you receiving any error messages?
  4. Do you have a parallel operating system installed?
  5. Are you receiving any BSODs?
  6. From when has this issue occurred?
  7. Has your system come preloaded with Windows 8?

Try the following steps and get back to me with the results:

  1. Safe Mode
    Start up your system in safe mode by using the Shift+ F8 key combination before Start up. this will bring up a screen with a few options. Search for selective start up( I think in the Troubleshooting section) and start your system. See if the issue yet occurs.
  2. Antivirus
    Uninstall any antivirus software that you have except for Windows Defender. Then, try accessing the Settings.
  3. Through Control Panel
    Open up the control panel by searching for it on the start screen( in the settings section). Select an option that you want to use and it will recommend you to view it in the PC settings window. Do so and see if it opens up.
  4. SFC/ scan now
    Use the SFC/ scan now to see if it detects any problems.
  5. Individual settings
    If you want to perform individual tasks, search for them on the start screen( in the settings section) to accomplish them.

iam also facing the same problem after installing avast antivirus software
