Since you were using Norton security, Windows defender and Windows firewall may be disabled. So, I would suggest you to check if the both Windows defender and Windows firewall is enabled and running. Refer these steps:
a) Press Windows key +F, type Windows defender in the search box
b) Click on the settings tile below the search box
c) Click on the Windows defender tile and check if it is enabled
d) Repeat the same steps to check for Windows firewall.
