Cannot turn off UAC on Windows 8 without modifying registry

For develpers who are testing and verifying installer changes sometimes we need to turn off UAC temporarily.  It appears that sliding the UAC bar to the bottom setting and then rebooting does not appear to fully disable UAC.

 

The following registry key is still set to "1" after changing turning off UAC where it should be set to "0".

 

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System]

Hello hippman257,

When in User Accounts and sliding the bar to never notify didn't change the registry settings but it didn't bring up the UAC prompt.

I tested with Regedit.
From the Metro Start screen, type in regedit and the User Account Control dialog box didn't appear.

Where are you seeing User Account Control not being turned off in testing?
Please reply back and let us know.
