Actual Title: Picures library is no longer working?

Every time I try to open my pictures library, I get the error message "Pictures.library-ms is no longer working. This library can be safely deleted from your computer. Folders that have been included will not be affected." It won't allow me to take any pictures with my webcam or anything.

I understand that you are receiving error while trying to access the Pictures library. I will be happy to help you with this issue.
 
1) Have you made any changes on the computer prior to this issue?
2) Is the issue confined only with the specific folder?
 
I would suggest you to follow the steps and check if the issue persists.
a) Open Windows Explorer.
b) Right-click on Pictures library and then select delete.
c) Click yes for confirmation.
d) Then right-click on the libraries in the navigation pane.
e) Select Restore default libraries.

Note: Deleting a library does not delete the contents of the included folders. However, you may need to re-add or include your folders manually, if needed.
