windows 8 program immediately minimizes itself when starting to the taskbar and won't open

I am using Windows 8 Pro with Media Center upgraded from Windows 7 Pro.
Any programs I open will automatically minimize and I cannot maximize the program to use it. If I click on the minimized task bar icon, the window for the program pops open for a second and then minimizes again. It will do this for some programs for a short time and then allows me to maximize them, others will not open no matter what.
