Windows 8 Pro not mounting ISO image

I am having problems mounting iso images in Windows 8 for a few days now. I have looked at thread

but the solution there does not solve my problem. When I execute the SFC scan it stops at 37% and says it can't continue, with no other explanation. I have run it 3 times and it always does the same.

I have even tried doing a system refresh and when I do that I get an error. It reads 

systemreset.exe - Bad Image
C:\Windows\system32\VirtDisk.dll is either not designed to run on Windows or it contains an error. bla bla. Error status 0xc0000020.

Other forums have suggested installing other programs that can mount iso images. However, I don't think I should need to do that if the OS is supposed to support iso mounting on its own.

just copy the file to a different folder and rename it ..voila..
