Why are items in the Startup Folder NOT starting up?

I really want to like Windows 8, but am having some difficulties.

I did a complete install of the OS, and am attempting to run a trio of apps on startup. These apps are called Sickbeard, sabnzbd+, and CouchPotato. They worked flawlessly on Windows 7, so I installed them the exact same way for Win8. They are installed in the Startup folder, yet when I reboot my computer, these applications fail to run, and I am required to manually double-click them, at which point everything works well. I've even got them set to "run as administrator", but no matter what, they never execute upon reboot without my assistance. HELP!

Also, my copy of Photoshop Elements 10 that I purchased, seems not to work consistently. I opened a photo, began editing it, opened another photo to edit it as well, and was unable to choose any of the editing tools. Perhaps this is more of an issue with Adobe, but nonetheless, I assumed that software which worked under Windows 7 would work identically under Windows 8.

In my Win 8.1 Basic I don't have this options.

I made this change in this way:

  1. Control Panel > User Accounts > Change User Account Control Settings > Never Notify
     
  2. Run > RegEdit:
    Set the key: HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Policies \ System \ EnableLUA to 0.

Fantastic, it works. Registry setting below, reboot for it to take effect.

Windows Registry Editor Version 5.00
