1. Are you refering to to the modern UI screen?

2. Were you troubleshooting for any issues in Windows 8? Why did you try to change the “msconfig” settings?

 

Since you have tried to disable all the services in “msconfig”, the issue may occur if any of the system files are missing or corrupted.

If you are refering to the modern UI screen, then you may try the following steps and check if it helps.

Method 1:

a. Press Windows key + Q, type msconfig, and then press Enter.

b. On the General tab, tap or click the Normal Startup option.

c. Tap or click the Services tab and clear the check box beside Hide all Microsoft services, and then tap or click Enable all.

d. Next, tap or click the Startup tab, and then tap or click Open Task Manager.

e. In task manager, enable all of your startup programs, and then tap or click OK.

f. When you are prompted to restart the computer, tap or click Restart.

Note: Whenever you perform a clean boot to check for the issue, make sure you try the steps provided in “How to reset the computer to start as usual after troubleshooting with clean boot” to boot the system in normal start up.

Method 2:

a. Press Windows Key + R and type in rstrui.exe and press enter.
b. Click next and Select a restore point prior to the issue and click on Next.

c. Click on Finish to perform the restore.

 

If you are unable to boot in normal mode, you can use the Windows 8 installation disc to perform a system restore on the computer.

Perform System Restore from Advanced Options screen and then check if you are able to boot to the computer.
Follow the steps:

a) After you boot your computer using Windows DVD or System Repair Disc, a black screen appears with gray text "Press any key to boot from CD or DVD". Press any key.
b) Select the correct time and Keyboard type.
c) Click Repair your computer in the lower left corner.
d) Select Troubleshoot from Choose an option screen.
e) Click Advanced options in Troubleshoot screen.
f) Select System Restore.
g) Follow the onscreen instructions to restore the computer to an earlier point before the issue occurred.

If “System restore” fails, then try performing an Automatic repair from the advanced boot options and check if it helps.
