Windows 8 PRO WiFi connection pre user login

On Windows 8 PRO, the WiFi does not connect before a user logs in.  I manage all PCs remotely and reboot them remotely through Remote Desktop.  In Windows 7, we only had to make sure the Wireless Profile Network Availability was set for ALL USERS.  In Windows 8 PRO, even though I have my wireless profile set for all users it does not work.  If I try to connect with Remote Desktop, and a user is not already logged in, the wireless connection is off.  If I log off remotely a user, the WiFi also goes off.  This is a major issue.  Is there a fix, a configuration change to allow WiFi to be ON while no user is logged in?  I am about to revert to Windows 7 PRO.  Windows 8 is awesome but I have so many to redo, that I do not want to think about it.

Thank you PBWS.  Actually I solved the problem.  The problem was caused by the WiFi encryption I was using which was WPA2 Enterprise.  As soon as I changed to WPA2 Personal all worked fine.    Under Windows 7 PRO that was not an issue.
