Windows 8 goes to Bing by itself all the time

A couple of days before I installed Windows 8 and it is acting strange.
Windows is launching the following link in Internet Eplorer:

http://go.microsoft.com/fwlink/?LinkID=219472&clcid=0x409

which leads to Bing. This will happen from time to time (lets say every second time) on startup, and reproducable on every wakeup from sleep mode, when my internet connection is disabled. When I enable my internet connection Bing will popup from time to time. When I disable Internet Explorer via the Windows Features, the link will open in Mozilla Firefox.

Other things I've seen:

* HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.com/fwlink/?LinkID=219472&clcid=0x409
* I disabled all possible services and stopping nla & netprofm will stop the behavior.
* I disabled all autostarts via Task Manager & Sysinternals Autoruns, but the problem persists.

As this is very annoying, I hope somebody can provide a solution...

Thanks for the hint with the NCSI request.
You can disable it via setting following registry entry from 1 to 0:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NlaSvc\Parameters\Internet\EnableActiveProbing

Just happened to help here behind a proxy ;) No bing anymore.
