Problem with Windows 8 and Group Policy Item Level Targeting IP Range Filter

Hello,
I have a problem with GPP item level targeting, and IP Range filtering in Windows 8 I have the Group Policy logging and tracing enabled and the log file suggests the IP filter fails in. In Windows 7, everything works properly. Then I tested a few times IP Ranges in Windows 8 and here is the result:

MY IP: 192.168.156.86

IP RANGE TEST:

0.0.0.0                ->   255.255.255.255    PASSED

1.0.0.0                ->   255.255.255.255    PASSED

2.0.0.0                ->   255.255.255.255    FAILED

1.168.156.0        ->   255.255.255.255    PASSED

1.168.156.0        ->   192.255.255.255    PASSED

1.168.156.0        ->   192.168.156.255    PASSED

2.168.156.0        ->   255.255.255.255    FAILED

2.168.156.0        ->   192.168.156.255    FAILED

192.0.0.0            ->   255.255.255.255    FAILED

192.168.156.0    ->   255.255.255.255    FAILED

192.168.156.0    ->   192.168.156.255    FAILED

1.168.156.0        ->   192.168.155.255    PASSED ????

Is this a bug or does anyone know the error ? Are there any workaround to fix the problem ?
