How to create my laptop with Windows 8 Pro into a hotspot


I have searched a lot in our forums and tried many steps and got totally confused.
So I am posting a new question here.

I have a laptop with Windows 8 Pro installed.
For that laptop, I have wired internet connection connected via Ethernet port.
Now, I want to share that internet to other devices like Mobile phone over WiFi.

I have updated drivers installed for my DELL XPS laptop.

Please let me know..
1) How to create a hotspot or hostednetwork.
2) How to start and stop it.
3) How to share my wired connection over this newly created wifi / hostednetwork.
4) When my mobile phone shows this connection, but while trying to connect to that network, it gets stuck in the stage "Obtaining IP address", then how do i remove that problem.

I did a few steps already. But, please tell me how do i do all these 4 steps mentioned above, so that I can correct if I have gone wrong anywhere.
