Is the philips retractable controller compatible with Windows 8?
Try right-clicking on the actual Device Setup.exe and selecting the "Run As Administrator" option? Do so even if your user is an Admin.

See if you can get it to install if you use an older operating system Compatibility Mode setting in Windows 8, perhaps Windows XP for example.
