Can't change resolution in Windows 8 to open apps

Just purchased Inspiron 15z ultrabook.  It worked on day  one, but now when I try to click on apps error appears that says I do not have high enough resolution.  When I get into change resolution the dropdown menu does not highlight or drop down.  How do I change resolution so I can open apps?
