win8 bug:can't delete ISO file if it is corrupt/incomplete

steps to reproduce:
1.create/download a test file as an ISO and make sure it is corrupt or incomplete. an incomplete download can cause this.
2.bring up windows explorer with [windows-logo-flag-key]-E and right click on C:  and pick properties, tools, and check/scan c: for errors. should show "noneed to scan for errors". scan anyway.
3.try shift-delete to delete the file


expected:
file should be deleted.
windows should identify a cdrom ISO as a cdrom ISO, not as a disk image. a .dmg file is a disk image.

actual:
windows incorrectly identifies a cdrom ISO as a disk image
